국가 연구개발(R&D) 인증 프레임워크 전략 연구 – A Study on the National R&D Certification Framework Strategy

본 연구에서는 R&D 기업이 필요한 차세대 핵심기술에 대응하여, R&D 개발역량을 제고하고, R&D 혁신을 통한 고부가가치 제품 및 서비스 창출을 목적으로 하는 국가 R&D 인증 프레임워크 전략을 제안하는 것이다. 본 논문의 방법은 문헌분석과 집단심층면접(FGI) 방법을 이용하였다. 범위는 R&D 중간 및 최종 결과물을 중심으로 제안되었다. 연구 결과 및 내용은 다음과 같이 진행되었다. 국가 R&D 인증 프레임워크 전략을 수립하기 위해 3가지 분야를 제안하였다. 우선, R&D 인증 법/제도화 접근방향은 국가연구개발사업 성과에 관한 법률을 기반으로 한 법제화, R&D 인증에 따른 추진체계 구축, R&D 인증 연계조직 수행활동 지원, R&D 인증 촉진의 지원과 활성화, R&D 융합기반 조성화, 품질인증 등 6개의 전략을 제안하였다. 다음으로, R&D 인증 평가요소, 평가체계 접근방향으로 TRL를 기반으로 한 접근방향을 제안하였다. 최종적으로 R&D 인증ㆍ평가 지원시스템 접근방향으로 NET, NTIS 시스템의 연계방안에 대하여 제안하였다. 이를 통해 R&D 기술 및 제품인증, 사업화를 개발하기 위한 프레임워크를 구축하기 위한 전략을 구축할 수 있을 것이다. 본 연구의 결과는 국가 R&D 기술 및 제품 서비스 경쟁력 확보를 통해 다양한 R&D 인증 사업화가 가능해 질 것이며, 국가 경쟁력 강화 및 R&D 산업 발전에 큰 영향을 미칠 것이다.

This study proposes a national R&D certification framework strategy aimed at strengthening R&D development capabilities and creating high value-added products and services through R&D innovation in response to next-generation core technologies. Based on the need for R&D certification, the methods of this paper used literature analysis and group in-depth interviews (FGI). The scope of this study was proposed around the intermediate results of R&D and the final output. The results and contents of the study were carried out as follows: Three areas were proposed for the establishment of a national R&D certification framework strategy. First of all, the R&D certification act/institutionalization approach presented six strategies, including legislation based on the law on the performance of national R&D projects, establishment of a promotion system based on R&D certification, support and activation of organizations linking R&D certification, and development of convergence. Next, a TRL-based approach was proposed in the direction of the R&D certification assessment elements and the evaluation system approach. Finally, it was proposed to link the NET and NTIS systems in the direction of the R&D certification and evaluation support systems. Through this process, R&D technology development, product certification, and commercialization strategies can be established. The results of this study will enable various R&D certification commercialization through securing national R&D technology and product service competitiveness, and will have a great impact on strengthening national competitiveness and developing R&D industries.
